Emergency measures:
On March 3, 2023, the government of Ecuador declared a state of emergency in the province of Esmeraldas. Emergency measures are in place in the province for a period of 60 days starting March 3, 2023.
On April 1, 2023, the government of Ecuador declared an additional state of emergency in the cities of Guayaquil, Samborondón, and Durán as well as in the provinces of Santa Elena and Los Ríos. Emergency measures are in place in these jurisdictions for a period of 60 days starting April 1, 2023.
The measures are in response to high levels of crime, homicides, and other gang and drug-related violence.
While a state of emergency is in effect, police and military have the power to:
restrict freedom of movement and the right to assembly and association
monitor correspondence and communications
enter private properties to conduct searches
A daily curfew is in place throughout the province of Esmeraldas between 9 PM and 5 AM. A daily curfew is also in place throughout the cities of Guayaquil, Samborondón, and Durán as well as in the provinces of Santa Elena and Los Ríos between 1 AM and 5 AM.
There are very few exceptions. If you need to travel to or from an airport during those hours, you must take a copy of your flight details with you to show police upon request.
If you are in one of these jurisdictions:
expect a heightened security presence at times, including on roads, in public spaces, and in residential neighbourhoods
ensure family or friends know where you are
monitor local media for information on the evolution of the situation
follow the instructions of local authorities, including curfew orders
If you have completed your trip and have no intention to return to Ecuador in the near future, simply access your file here and modify the travel date and destination details by changing the departure date to today’s date. If you are unable to change the departure date, you may send an email to [email protected].
