05OCT24- "In Tulcán, facing Colombia, more than 35 neighborhoods in the north of this border city have electricity 24 hours a day despite the national energy emergency.
This sector, where approximately 15,000 inhabitants live, is not included in the schedule of power cuts. At night, this city has two faces: the illuminated one in the north, from Isidro Ayora Park to the Rumichaca international bridge,
and the one in the center and south, which from 7:00 p.m. onwards is completely dark and businesses are closed. According to Empresa Eléctrica del Norte (EmelNorte), this is due to the fact that the interconnected service with Colombia keeps the system activated in this circuit,
where six strategic entities are also energized. In this area are the Luis Gabriel Dávila Hospital, the Tulcán Center for Deprivation of Liberty, the Carchi Police Subzone, the Fire Department, the El Rosal Substation, where the energy that Ecuador buys from Colombia arrives,
and the National Border Center, on the Rumichaca international bridge, where immigration registration of entry and exit of foreigners is carried out. In this hospital circuit,
the power rarely goes out, says Santiago Larrea, who lives in the Manabí neighborhood, five blocks from the local jail. Residents of this area have not experienced power outages so far.
However, the main damage caused by the repeated power cuts and the abrupt restoration of service is beginning to be felt.
In Tulcán and San Gabriel, people are reporting that the induction cookers purchased during the government of former President Rafael Correa are burning.
The Carchi Ombudsman recommends that claims be made directly to EmelNorte, where the complaint must be submitted, without a lawyer's signature, attaching the documents that enable
the possession of the burned or affected appliances." -
