On October 3, the Quito Potable Water Company (Epmpas) declared a state of emergency after acknowledging that the blackouts, lasting up to 10 hours a day, "have exceeded its capacity to ensure the continuity and availability of the drinking water service."
In the declaration, to which PRIMICIAS had access, Epmaps explains that a large part of the water supply depends on pumping systems that require electricity to operate. But that is not all.
The agency claims that the reconnection of electricity does not guarantee that drinking water will reach all homes. "Power outages prevent distribution tanks from being fully filled because the recovery times for water systems are longer than the availability times for electricity service, which creates a shortage of the resource," says the emergency declaration.
In the document, the Company also explains that the water service can take up to 120 hours to return to normal. The reason? Once the electrical system is restored, it is necessary to pressurize the potable water transmission line, fill the distribution tanks until reaching an operating level,
and pressurize the distribution networks to eliminate the entry of air into the system." -
