CENACE is requesting between 12 and 14 hours of blackouts...
But the serious part is in the last line...
It doesn’t say "to prevent collapse"
24-Hour Power Outages Planned by Empresa Eléctrica Quito in Industrial Sectors from November 10 to 14
The Ecuadorian government has announced an increase in power outage hours between November 10 and 14, 2024. This comes amidst a severe energy crisis in the country, driven by factors like lack of investment and low water levels.
“At this moment, we do not have the conditions to maintain just six hours. We need to increase the hours,” announced Energy Minister Inés Manzano in an interview with Ecuavisa on November 8.
The acting Energy Minister, Inés Manzano, stated that the blackouts could last up to eight hours per day.
In certain areas of Quito, however, the power outage will last 24 hours, meaning no electricity for five consecutive days.
Details can be found on page eight of the Empresa Eléctrica Quito schedule, published on its website.
A total of 24-hour outages over five days are planned for three substations that serve industrial areas"

The United States announced the elimination of reciprocal tariffs for certain Ecuadorian exports, following the conclusion of a new agreement promoted by President Donald Trump and President Daniel Noboa.
The understanding incorporates chapters of trade, work, environment and security, with the aim of providing greater competitiveness and relief to the export sector of Ecuador.
The Minister of Production and Foreign Trade, Luis Jaramillo, stressed that this framework "will lay the foundations of trade, economic and national security relations", emphasizing that the agreement marks a decisive step to deepen cooperation between the two countries.
