Among the cases examined are Ecuadorian President Daniel Noboa , along with Javier Milei in Argentina; José Antonio Kast in Chile; Rodrigo Paz in Bolivia; and Nayib Bukele in El Salvador. CNN also analyzes recently inaugurated presidents in Honduras, Peru, and Colombia.

The publication argues that these leaders capitalized on public discontent with traditional governments and parties by proposing economic adjustments, security measures, and confrontation with their adversaries. However, it posits that this electoral strategy faces limitations when it must translate into effective governance.

Ecuador: security under question

In the Ecuadorian case, CNN focuses part of its analysis on the security strategy promoted by Noboa.

The president declared the internal armed conflict in January 2024 and ordered the intervention of the Armed Forces against criminal organizations classified as terrorists.

However, the article contrasts this strategy with the levels of violence recorded in the country. It cites data from the Ecuadorian Observatory of Organized Crime (OECO) , compiled from information provided by the Ministry of the Interior and the National Police, which recorded 7,033 intentional homicides during 2024 .

Laura Bonilla, a researcher at the Peace and Reconciliation Foundation (Pares), questions the effects of the security strategy in statements collected by CNN and warns about the cost it may have for citizens' freedoms when the promised results do not arrive.

From diesel to protests

CNN also puts the social conflict in Ecuador under the microscope.

The analysis indicates that the initial rejection of the elimination of the diesel subsidy led to a broader mobilization, with the participation of the Confederation of Indigenous Nationalities of Ecuador (Conaie) .

Adding to this scenario is the result of the November 2025 referendum, in which Noboa's proposal to convene a Constituent Assembly was rejected. According to CNN, this episode demonstrated the limits of the government's political support.

Bonilla, on the other hand, focuses on management. According to his analysis, these movements have partially replaced the demand for results with the political satisfaction that comes from defeating those they identify as responsible for the previous problems.

But both specialists warn, from different perspectives, that this strategy encounters limits when governments must respond to concrete demands for security, employment, income, and public services.

Bukele, a different case under scrutiny

CNN dedicates a section to Salvadoran President Nayib Bukele , whose government showcases the sharp reduction in homicides as one of the main results of the State of Emergency in effect since March 2022.

The article notes that more than 90,000 people have been detained during the implementation of this policy, while international human rights organizations have denounced abuses and deaths in state custody. The Salvadoran government has repeatedly rejected these allegations.

According to analysts consulted by CNN, the Salvadoran case also opens the debate on the extent to which a security policy based on exceptional measures can be maintained over time without affecting institutional checks and balances and civil liberties.

Trump as a meeting point

Another element that connects several of these governments is their close relationship with Donald Trump .
